Is there a difference between a scream and a cry?

A newborn infant has the ability to cry.

By 2 months, the infants are still pre-language, but they can still react to stimuli, wants, and needs.

Displeasure often evokes crying... a sound that causes parents, or even other people nearby to feel uncomfortable and want to help.

I'm not quite sure of how loud the cries can be, but certainly strong displeasure or strong pain could evoke some pretty piercing cries.
