Is it gay if the balls touch?

How long and how often? What is the motivation behind the touching? To be in a position for them to touch even briefly, the men would have to be in fairly close contact. I'm assuming skin to skin and not two guys standing on the bus. You would have to wonder about the motives of at least one of the men involved.
