If a man acts gay but is married and has kids does that mean he is still gay?

If he is married, and has children, he is rather unlikely to be homosexual. Just because someone "Acts Gay," it doesn't mean anything at all in relation to if they are or arent. Perhaps your teacher acts as many people believe the stereotypical gay acts, but in reality is just as straight as can be.
