What should be considered before a single conclusion is reached?

First we must look at our understanding of the data .where it is collected who collected why they collected it do they have rights to do so. Is is there other data not shown that could sway the data outcome. If there is other factors that contributed to the problem in the first place. Was there steering one ore other for personal gain. There are many more factors I have not assessed . I do not know hole out come with knowing what the data is
