Cruises that begin and end at the same port in

the United States are considered closed-loop. The cruise must also

include a visit to at least one foreign port in the Western

Hemisphere. For example, a cruise that sails from Port Canaveral,

visits the southern Caribbean and returns to Port Canaveral is

considered a closed-loop cruise. A repositioning or Panama Canal

cruise is not closed-loop because the cruise begins and ends in

different cities.
