The Moon does not have enough gravity to form a thick atmosphere. Intense sunlight reaches and heats the surface. Liquid water would be ionized and escape back into space as hydrogen and oxygen ions.

The water on the Moon is in the form of ice in deep crater shadows. Sunlight cannot reach this ice to melt and vaporize it.
