\This is a quote from the video game "Fallout 3." There is a set of twenty bobbleheads hidden throughout the game, and each has a corresponding phrase that ranges from being insightful to silly. The "Intelligence" bobblehead has that phrase -- "It takes the smartest individuals to realize there is always more to learn." Other than that, I'm not sure if it's a historical proverb or if it was simply made for the game.
