Who is the cow-headed goddess?

I don't think there is any individual god or goddess of cows, but in Greek mythology Hera's sacred animal is the cow and one of Apollo's sacred animals is his special sun cows. Their Roman equivalents are Juno(Hera) and Apollo is the same in Roman.
