Kentucky was a deeply divided slave-state that was always in danger of going Confederate.

Lincoln was willing to do anything to stop this happenng, so uniquely he allowed Kentucky to stay neutral at the beginning. A few months later, it voted narrowly to stay in the Union.

When the Confederates under Braxton Bragg invaded the state, they expected to greet many eager recruits, but only a few volunteered. Although Bragg was able set-up a Confederate government there, it collapsed soon after he retreated.
