Do parents pay Santa Claus or do they just buy the stuff?

Nether Santa's elves make the toys for santa to bring

Xmas23 says: Santa will import the gifts children want from stores such as Walmart or game stop of dicks sporting goods often because the gifts kids want are to hard for the elves to make and it makes it quicker so all the gifts will be ready on Christmas Eve. The elves do make some of the toys though.
