In Pokemon gold where is the eighth gym leader?

The 8th gym leader is in blackthorn city which is at the end of the ice path. This gym leader has dragon type Pokemon and is difficult if u don't have a good strategy to beat him/her. However, if you don't beat the rockets at the radio tower in goldenrod city, you wont be able to get in the gym.
