Does ozymandias mistreat any people

Ozymandias was one of the names for Ramses ll who was a Pharaoh of Egypt. Considering the times in which he ruled; it would be a safe assumption that that he was ruthless in his dealings with his own people and with the neighbouring countries he controlled.
