What happends if your mom lets you move out at 17 but then changes her mind?

If the papers have already been signed and authorized, it is illegal for her to prevent you from leaving (known as being held against your will). The police will take proper action if you contact them. If the papers are not completed and delivered before she changes her mind, then she is still your legal guardian.
