You may have to sue them in court and if they have insurance coverage you then be contacted by this persons insurance if they indeed have coverage. If they are the homeowner and are paying a mortgage then you can be certain they are insured. If the issue is personal injury the owner should not be adverse to the filing of a claim, that's what insurance is for. Many policies include no-fault coverage for medical claims of $1,000 to $5,000, legitimate medical bills are paid when they are submitted to the insurer, without need for legal action. If the owner is uncooperative it would be in your best interest to seek legal advice before making any "deals."
