Where does the Jarl of whiterun go after capturing Whiterun?

After capturing Whiterun in "The Elder Scrolls V: Skyrim," the Jarl of Whiterun, Balgruuf the Greater, is initially forced to flee the city due to the Civil War conflict between the Stormcloaks and the Imperial Legion. He seeks refuge in the nearby city of Windhelm, where he can regroup and plan his next moves. Depending on the player's choices in the Civil War questline, Balgruuf may return to Whiterun if the Imperials regain control, or he may remain in exile if the Stormcloaks succeed.
