Cost of disinterment of the dead from just the graveyard?

I am working on my father's disinterment. He was deceased for 11 /1/2 years ago and buried in New York state. Initial disinterment charge from cemetery was around $2,100.00. Besides in order to obtain disinterment permit, it will cost minimum $200-300 (Affidavits and notarization, medical examiner fee, permit application fee etc) If you want to relocate the casket to another grave or cremate the body, they usually require you to purchase a container (made of cardboard box or wood) which can cost several hundreds of dollars.
