When did Bureaucracy of federal government have greatest expansion?

Federal bureaucracy had its greatest expansion during the 1930's under Franklin D. Roosevelt's presidency. New Deal legislation was implemented and this greatly increased the role that the federal government because of services trying to combat the nation's economic hardships of the Great Depression.
