Pokemon how do you get the Sinnoh starters?

By retrieving them from a Sapphire, Ruby, or Emerald game. To get all of them I suggest borrowing them from a friend and then breeding them with a ditto. There isn't a way to get them in LeafGreen and FireRed, unless you are traded them from a person who has them. Hope I helped.
