In Rome itself, in descending order, there were the counsuls, the praetors, the quaestors, the aediles, and the tribunes, each with different degrees of authority. In the provinces there was the governor who ususlly was an ex-counsul or procounsul and a procurator who technically was a treasury official, but in reality was an errand boy for the governor.
