is a free service owned and operated by Yahoo.
The question may mean, "can I use the images found on flickr
for free?" and the answer to that is "it depends."
Many flickr
account holders allow the public to use one or more of their images for free, even commercially and even with the ability to modify or tweak the image, provided that proper attribution is afforded to the author of the work (generally speaking, the photographer who posted the picture on flickr).
Many flickr
members use one or another licensing scheme of the Creative Commons.
The flickr
member interested in using another flickr
member's photograph should see what use guidelines the member who posted the picture on flickr
has dictated for the image.
It is poor form, and potentially legally risky, to use a photograph found on flickr
that has not clearly been indicated as able to be used by third parties.
