Why aren't centipedes and millipedes classified as worms?

Insects are characterized by presenting three pairs of legs and all but two orders of insects also presented two pairs of wings at some point in their evolutionary history. The centipede does not present only the pairs of legs and so is not classified as an insect. The centipede is closely related to insects as both have exoskeletons making them arthropods.
