How do you get to the waterfall inside the Whirl Islands?

you have to use the top right entrance. jump down the first ledge then the ledge on top and go down the ladder. go all the way down, make a left and go down a little more. there should be another ladder. if you ran into some steps gust go a little to the right. after you go down the ladder go straight down, right, and down again. there should be a bald guy in purple. give him the silver wing and he'll let you down the path. go all the way down and enter the cave. Lugia should be inside. if you playing soul-silver it will be level 50. if heart-gold, level 70. good luck
