Your cigarette lighters in your 1995 BMW 740il are not working so you figure it is the fuse Does anyone know where the fuse is located for the cigarette lighters in this car?

Yes, the fuse for the cigarrette lighter (#52) is inside the trunk, on the right side ... you have to open the panel where the battery is located (easy, by hand, indicated with an arrow on the handle, no tools required).

As soon as you open the panel you will see the fuses list on the back of the same panel ... the cigarrette lighter fuse is listed as #52. The fuses are just to the very right, above the battery, close to the top.

There is another set of fuses under the hood, they are for other functions.
