In most cases when you attach any electronic device to your computer using a USB cable, it IS so that it can charge. In many other cases you will be able to do more with this connection, such as transfer files (video, pics, audio), edit contact lists (as with cell phones), and/or access online applications. What you can, and can't, do will be described in the manual of your device. If a USB cable has been included with this device it is safe to say you are on the right track.
If you can't find the manual, or never had one, go to google (link is attached) and type in the brand name, model # and kind of device, and Manual. (For example. . ."Motorola Razor, V3xx, Cell Phone Manual"). You will be provided a list of links to your manual.
