How do you make a collect call from Philippines?

to make an operator assisted call dial 180 from a land line or at least it is that way with pldt not sure about globe or the others but nobody has ever heard of a collect call that I asked here in the Philippines and does not even know what it is but you can make a reverse charge call via the operator which is a collect call
