Can a philippino mother put her newborn baby onto her passport?

All children, including infants, must have their own passport. An application must be made at the Department of Foreign Affairs with proper identification, birth certificate or certified true copy of birth, and fingerprinting. The child must be present with the mother (if unmarried), or both parents (if married) to sign the papers.
