My son is seven and had this same problem. He was uncircumcised and we took him to a urilogist and he said that it is common in children that aren't circumcised for the skin to basically re-attach itself so that when you pull it back it is very painful. We ended up having to have him circumcised. My nephew had the same problem but they didn't have to do a full circumcision they just unattached the skin so that it was able to move without the pain. I believe there is nothing wrong with a man/ boy being non circumcised it is perfectly normal for it to hurt when the skin is pulled back the head of the penis is use to being covered by skin and the skin will also be very tight... this person needs to work on pulling the skin back for a few seconds at a time and slowly over time increase the time in which the skin is pulled back after a little time the head of the penis will grow use to being in the open and it will also not hurt at all... understand that there are also studies in Africa that uncircumcised men have a lower chance of Infectious Diseases like HIV remember most of the world is uncircumcised this only came from Jewish belief not for medical reasons ( it is wrong to circumcise a boy who is unable to consent )
