No , For Motor Scooters In Most States, No There Made For Private Streets Only, BUT I Don't Believe There's Any USA Law Just States And Sometimes Counties,Districts And City Laws.
Like In Maryland Where I Live There Illegal Technically, But Some Counties May Push Them TO Be OK.
There's also alot of technicalities About them like tire size, engine CC'S or HP and if it has mirrors or lights, which make them a street legal definition for a moped, goped, or motor scooter. SO In my Case My Small Motor Scooter with less than 10inch wheels, less than 50cc engine(40cc) and etc Instantly disqualified Them as street legal making them a RAZOR TYPE GAS SCOOTER.
No motorized vehicles and rides can be rode on sidewalks.
As for pocket rockets I'm very sure there in your state its the same considered (RAZOR SCOOTER/SKATEBOARD/MOTORCYCLE.
