If it's a good tingle, go for it? Nipples are an erogenous zone. If they feel good to be played with, have fun!

If it's a bad tingle, then don't do that. Talk to whoever's touching your nipples (S.O., friend, you, whoever) and tell them to stop it. Don't go for things you don't enjoy.
