The new order, was formed to build up Japanese authority throughout the coninent. It was drawn up by The Japanese Prime Minister and the empire Pu Yi, in 1938. This was an consequence of the Manchurian crisis. General Hideki Tojo, was one of the main supporters, who was a ex- commander of the Kwantung army and now an army minister. The general thought it was a cooperation between the Chinese and Japanese. China would contribue raw materials to help Japan, and Japan would contribute skills and knowledge. The general thought that this would make both countries great. Many Japanese thought this movement would be wonderfull, but for the lower class Chinese - it had many negative effects. Farmers were to give half of there produce to Japan, and many Chinese were un employed.
