Watches are good. If to be worn with dress uniforms, make sure the metal matches uniform brass. Nice pen set, engraved for the occasion are nice. A good quality all-pupose pocket knife with several functions always comes in handy. If you are a relative, a nice card with a check is fine. A dinner invitation to honoree and guest, or gift certificate for same if you are not attending or do not live near by.
