In some cases, it's totally legal; in most, any law will be enforced only if it looks commercial (signage, architectural style, excessive traffic/parking, or otherwise disruptive to a residential atmosphere). It is socially acceptable in most cases, as massage therapy in single private practice has traditionally been considered a "cottage industry". Some people who are unfamiliar with the industry may be creeped out, especially by male therapists, so it may help massage therapists working in residential areas to be clear that the offerred massage is always non-sexual.
