I think: Water is covalently bonded. This means that is has no positive and negative charge (unlike ionic bonding) However from time to time water molecules split into "one hydrogen" and "one hydrogen and one oxygen molecule" this therefore gives water attraction to both positive and negative charges as the two separated parts are charged differently.
