Why did Henry VIII insisted upon being called What if your Majesty rather than What if your Highness?

He was following what King Francis I of France, and Charles V of the Holy Roman Empire had done. They'd adopted the term Majesty because they believed they should be referred to with an even greater title than Highness, which had been used for previous kings and emperors.
