Some reasons were
There were not many women to help populate the area
New France only had 24 new settlers per year
People were afraid of moving there because they were scared of Iroquois attacking the settlements.
To help improve this situation, Intendant Jean Talon brought over orphan girls with nothing left fr them in France, to help populate the settlements. These girls were called "Filles du Roi" (meaning Kings Daughters). The Filles du Roi were given an ox, a cow, two barrels of salt beef, and a purse of money, if they came to New France. Jean Talon even said that, until all of the Filles du Roi were married, no one could go hunting or trapping....AND IT WORKED.
Jean Talon also gave rewards to families in New France who had more than 10 children, and gave money to girls who married under 16 and men who married under 20.
He improved the settlement's agriculture and industry by experimenting with seeds and grains to see which grew best in New France, importing cows, pigs and horses, building a ship building yard, starting an iron foundry and many other things. Talon even boasted to Louis XIV, King of France (The Sun king) that he was clothed in items completely made in New France, WOW!
Now more and more people wanted to come to New France.
When the powerful governer, Count Frontenac, was governor, not a single raid from the Iroquois was made on New France.
