Standard fixed wing aircraft cannot hover, with the exception of aircraft such as the Harrier, which can direct exhaust from the jet engine down. Rotary wing aircraft (helicopters) can, of course, hover. Fixed wing aircraft rely on air moving over the wings in a steady stream to produce lift. Without that continuous flow of moving air, they drop like a rock.
