Leon C. Phillips (born December 9, 1890 in Grant City, Missouri; died March 27, 1958 in Okmulgee, Oklahoma) succeeded Ernest W. Marland as the eleventh Governor of Oklahoma, serving between January 9, 1939 and January 11, 1943, including the whole of 1942.
