What merit badges are earned the least?

Master-at-Arms merit badge was created in 1910 and discontinued in 1911; it was never issued. Invention merit badge was created in 1911 and discontinued in 1915 and was earned by ten Boy Scouts; it required that the Scout invent and patent something useful.
