No, Pedro Álvares Cabral [ca. 1468-ca. 1520] didn't establish a settlement. He's considered to be the first European discoverer of Brazil. On April 21, 1500 he sighted and named Monte Pascoal in northeastern Brazil. On April 22 he first set foot on Brazilian land at Porto Seguro, 39 miles [62 kilometers] south of Monte Pascoal. On May 3rd he left Porto Seguro to resume his voyage to India. He arrived in Calicut [Kozhikode] in southwest India on September 13, 1500.
