Why won't Mrs Bennet allow Jane to use the carriage and go to Netherfield?

She wants Jane to go on horseback, because she sees it will rain and wants Jane to be unable to return because of bad weather. That way, Jane will have to spend the night at Netherfield and have a chance to spend time with Bingley.
