Is Matt lanter good at skating?

Not too sure, but in the movie The Cutting Edge 3: Chasing the Dream, he has a skating double. So there is a professional skater pretending to be him when he is doing more than just moving a little (you can tell when it purposely doesn't show his face for the period of time he's skating that it isn't him)
