What are some methods to cut down on overgrazing?

Limit the number of animals grazing on the land, achieved either through market conditions (i.e. waiting for the land to be overgrazed and degraded and let the ranchers solve the problem on their own), or perhaps through government subsidies (rewards for limiting) to limit the number of animals on the land.
