Where do you find the Exp. All in Pokemon Red?

In Pokémon Red, the Exp. All can be found in Celadon City. After defeating the Gym Leader, you need to visit the Pokémon Center in the city. There, you will find a scientist who will give you the Exp. All as a reward for your achievements.
