How do you play the safari game on Pokemon Pearl?

First you go to Pastoria city. Then

you go to the big building. When you go to the building go up stairs and use the binoculars (cost $100 to use). Then when you see the Pokemon that you want to catch you go down stairs to the guy and pay him $500 to play and you get 30 safari balls. Then you go to the area that you saw the Pokemon and try to catch it (you might have to use the quick trams to get there). Once you see the Pokemon you want to get, throw mud or bait to make it easier to catch it but it might run away. The game ends when you run out of balls or walk 500 steps.
