Agreeable with means "suitable", that one subject fits, or conforms with, another subject.

Agreeable to refers to a decision or policy that is agreed, or consented to, by someone.

Examples :

The new rules were agreeable with the feelings of the employees.

The new rules were agreeable to the employees.
