Why must society have outcasts?

Society must have outcasts , as if no one is an outcast how can we tell what the norm is , outcasts are people who usually bend the rules or take the first leap to do something , if no one tried to do this than many things that we have today wouldn't exist. For example many scientists and researchers that proposed theories at first nobody believed them but today they are useful in society.
