Is the ouija board a hoax?

No it isn't safe, I have had experience's and it's good you came for advice.. Just do the right thing or if you want an experience then try it but if you get scared easy then I suggest you don't try it. But that's my advise you can also ask other people, but I'm pretty sure the answer will be almost the same, Thanks for asking though :)
