Why do countries have water shortages?

Indiscriminate lifting of underground water reserve for the purpose of irrgination, lesser rainfall,lack of natural streams, icefed rivers are few causes for water shortages in various areas of the world. It is feared that water shortage would gradually take shape of water famine and would be the root cause for third world war.
