Who was the Governor of Maryland in 1788?

William Paca (born October 31, 1740 in Harford County, Maryland; died October 13, 1799 in Queen Anne's County, Maryland) succeeded Thomas Sim Lee as the third Governor of Maryland, serving between November 22, 1782 and November 26, 1785, including the whole of 1783.
