Can 13 year old work in stables?

Depends on what they want to do.They can clean out stalls . Groom horses, Help horse onwers feed their horses by scooping the food for them. Filling up water buckets,and troughs.Wash some animals for the owner of the stables.That's all I could think of there's much more but I can't think of any more.
